This is an example of a hand check foul. A defender cannot use an extended arm on a ball handler to illegally impede their progress, affect their balance and speed or delay the dribble. In this example, ball handler White 13 has just started his dribble when defender Red 35 places his extended left arm on the chest of White 13. The illegal contact impedes White 13’s progress, affects his balance and speed and delays his dribble as he attempts to get past his opponent and make a move to the basket. This is a hand check foul by Red 35 on White 13.
